Level 4, the Staff designer or Senior Manager, is where your scope shifts from projects to programmes. On the IC track the title is Staff Designer, a recognition that became standard in the last decade, borrowed from the engineering ladder. On the management track it is Sr Manager or Design Director (naming varies more widely here). The defining verb is Enable: creating the conditions under which better work happens rather than doing the work yourself, and the unit of measurement shifts from “projects shipped” to “capacity built.”

The Staff Designer works across multiple teams rather than within one. Their work looks less like individual projects and more like initiatives: a design system rewrite that affects every product surface, a research programme that informs the next year’s roadmap, a craft standard that becomes how the organisation ships. What counts is effect: whether the work changes how the organisation ships. A Staff designer who ships thirty pixel-perfect screens in a year but whose standards have not shaped the broader organisation is really a very senior Lead. The test for the Staff IC is whether their work changes how other designers work.

The Senior Manager leads leaders. They have two to four Design Managers reporting to them and a combined team of fifteen to thirty designers. They are responsible for organisation-scale decisions: hiring plans, cross-team alignment, the shape of the design function within a larger product organisation. The shift from Design Manager is substantial: a Design Manager coaches individual designers, while a Senior Manager coaches the coaches, building the leadership layer of the team rather than the practitioner layer. The common miss is a Senior Manager who still runs individual 1:1s with every IC, a Design Manager stretched to Senior Manager scope, which exhausts the person and under-serves the team.
